Long had a hard job. Nobody takes this job without knowing you will be criticized; people are in distress and they are scared. Long broke the cardinal rule of professional emergency management. He made it personal, blaming Puerto Rico for his agency's failures. 1/
PR response was complicated. Politics inevitably would be in play. But Long chose to mimic Trump rather than temper him. He chose to make it personal. 2/
I don't know enough about the ethical allegations against him. I'll let others chime in. But purely to the question "did he leave his agency better than what he inherited (or at least not worse)" the answer is clearly no. 3/3
