There is certainly a legitimate debate about how hard to crack down on fare evasion. Often those who don't pay can least afford it, and it's a public service that everyone should have access to.
But what strikes me about this report is how preventable many of these issues are. I mean, distributing cards that let ppl ride for free, that look exactly like regular fare cards? Fare gates that let people blow through with a swipe of an umbrella?
Ok I’m still reading this TTC fare evasion report as the powers that be decided to release it at 5:20 pm, so pls bear with ne. But it notes the 5.4% evasion rate is likely understated because inspectors are unable to board vehicles during rush hour as they’re too overcrowded.
It also gently admonishes the TTC for spending most of the past 8 years telling the public and its board that its evasion rate was about 2%, a number from a 2011 internal audit that was far from extensive.
“In our view, more care should have been taken when referring to the 2011 rate by TTC management staff in recent years.”
The report also found fare evasion on new streetcars (18.6%) was much higher than on old streetcars (7.6%). On the new cars the operators are in a cab completely separated from customers.
