So clearly Defra has done a genuinely appalling job of conveying that information to industry, because they're now having to scramble and hold emergency meetings about a matter that was explicitly known 5 months ago!
It is true that the later guidance document is much more recent, but the detail of the problem with the pallets was already known even before the information was tidied up and put in its new form.
