This won't impact much because there have been fewer than 60K post-9/11 Purple Hearts among 22 million vets. But it sends a terrible message: That combat injuries are more worthy than training injuries--when, in fact, dangerous, realistic training is *why* we're effective in war.
It's also obviously unfair to veterans who were poisoned stateside by their own government.
I don't know who crafted this new policy, and I could certainly be wrong, but it sounds like something civilians who've never been around the military *think* the military would like.
To be more explicit: If you are shot during a live-fire exercise and sustain a sucking chest wound, you don't get a Purple Heart.

If you are somewhat near an explosion in combat and sustain superficial cuts from broken glass, you get a Purple Heart.

(Both are real examples.)
