What the hell does "proportional electoral college votes" mean? If it means "proportionate," that's not what we have. If it means "proportional," that's not what we have either, and it would be a massive shitshow.
A proportionate electoral college would be one where each state had an EV weight proportionate to its population, rather than the disproportionate weighting of small states that the constitution provides. Under a proportionate EV, Gore would have won in 2000.
Proportional representation in the EC, in contrast, would mean that each state's EC votes would be divided by vote share. So winning an odd-numbered EV state would be better than winning an even-numbered one, EVs would turn on tiny percentage shifts, etc. It'd be a mess.
BTW, I just looked it up. There's nothing on Yang's extremely detailed campaign website about electoral college reform. So I think he's just adding extra words to his sentences because he thinks they sound smart.
