Speaking of @ManfredWeber, just finished reading his #ruleoflaw half-baked 'plan' which promises action tomorrow (an empty promise) by poorly merging past proposals (without credit) to justify inaction today (as expected)

Not quite... Articles 49 and 7 were both inserted into TEU at same time via Amsterdam Treaty with preventive arm of Article 7 introduced via Nice Treaty + both provisions were seen as connected ones. @WojSadurski or @ProfKochenov can correct me if I'm wrong 5/

What authors fail to mention (lack of space surely) is that this idea of an expert panel was already agreed by EP in Oct 2016 but as part of a broader coherent scheme designed by @SophieintVeld building on the work of Prof Müller and others 8/
Expert panel was integrated into a broader scheme on basis of reports by @BardPetra @ProfKochenov and yours truly so as to avoid requiring Treaty amendment but even in this more modest iteration, Commission has *already* rejected idea in *2017* 9/
@BardPetra @ProfKochenov Without going into merits of this proposal of "automatic referrals", it will simply never see the light of day without a Treaty amendment = will never light of day tout court. Btw I have not the slightest idea what authors mean by "conviction" in this context /10
@BardPetra @ProfKochenov Time to conclude as I need to catch bus: this "plan" is no plan but a rushed ill-thought proposal borrowing bits & pieces from past proposals by one who is complaining about politicisation of rule of law when he's primarily responsible for this politicisation in first place (end)
