What does the deal do? Honor the UK commitments on payments and citizens’ rights, puts in place a backstop for Ireland in face of an inflexible demand from EU and concerns about GFA. And that’s all. So why does Philip Stephens attack it?
Does he think a good deal would have the UK run away from its commitments?
