BREAKING from Elkhart, Indiana:

Two officers with the Elkhart Police Department were charged with federal civil rights offenses for using excessive force against a handcuffed arrestee.

This after we and @SBTribune demanded to see — then published — video of it. 1/
“A little overboard,” is how the police chief had previously described the officers’ actions. Then ProPublica’s Local Reporting Network demanded to see the video. 2/
The @SBTribune and ProPublica had been investigating criminal justice in Elkhart County, looking at police accountability, among other issues.
