Anyone ‘disappointed by the Mueller report’ should consider that what’s actually disappointing them *to date* are the special counsel regulations and certain OLC memos, which allow DOJ political appointees to bottle up potentially derogatory info about the president at the end.
Consider the logic of DOJ’s approach to a special counsel:
1- we’re bringing you in so you can investigate the sitting president with a grand jury, and you’ll be free of politics
2- in that investigation, you can charge anyone you want, *except the sitting president*

3- the sole remedy against the sitting president is impeachment by Congress; all *you* can do about him is include your findings in a report

It’s a structure from which a clever prosecutor could devise ways to smuggle derogatory information about the president out into public view, to be sure, but its most natural operation is to collect all that information back into the AG’s office at the end of the process.
