Oh boy, this is big. Wynne pitched this after she reversed course on allowing Toronto to toll the DVP & Gardiner (the decision that led to Tory's "short pants" comments)
The provincial gas tax funds big chunks of the TTC's operations and capital plan. We are looking for clarity from the city on what this reversal could mean.
The TTC's 10-year capital plan is based on the previously promised increase from the province. The $6.2 billion plan (2019-2028) relied on $1.4B from the provincial gas tax and includes things like subway car overhaul,
From the budget documents: "The Province remains steadfastly committed to the full upload of the TTC subway network."
BREAKING: City staff say the reversal of increased gas tax funds from the province is a cut of $1.1B over 10 years - $585M of which was already budgeted in TTC capital plan for state of good repair projects
Tory tells reporters he is "incredibly disappointed" in province's gas tax decision. Notes much of it to be used for TTC state of good repair projects. "This is something that obviously represents a problem for us."
Tory also says the federal government has promised repair funds for TCH, but it should be shared one third each by all three governments. There's no funding in this provincial budget for public housing repairs
Tory says he doubts the Ford government will be interested in allowing the city to toll the DVP/Gardiner even though they are removing the funding Wynne promised in substitution for not letting Toronto toll these roads.
