When I listened to this the first time, I had a hard time realizing why she didn't hear what he was saying. I have come to believe that it was simply because she didn't hear what she expected.
She had a point she wanted to make and couldn't HEAR what he was saying. By being cleared to be Acting AG, DAG Rosenstein was cleared to make a call on the report as well as oversee the investigation.
She couldn't comprehend that, because she wanted Rosenstein's being a witness to remove him. OLC found it to not be a reason.
