The first [1989] 4GW paper was *primarily* military, with some cultural concerns creeping in, but they became central in the second one [1994]: 6/11
Between the two papers, Lind apparently encountered a raw form of the conspiracy theory, which had been mutating within the Lyndon LaRouche cult since the 1970s, as a recent article by Andrew Wood documents: 7/11

There was a LOT of projection going on. Most significantly: 1) Lind & other paleocons were keenly interested in shifting focus from economics to culture--which the narrative blames on a Jewish cabal, shifting their dark motives onto the other side: 9/11
Even more stiking, 2) Lind's fantasy ideal is to fragment the US into separate regional cultural enclaves. This was first shown in a 1995 WaPo op-ed published just after the Oklahoma City Bombing, 10/11
