Special Counsel's written report is the "unclassified" executive summaries to the counterintelligence (CI) report of findings that IS classified.

CI investigations RARELY end in criminal charges. Main objective of CI is to PROTECT national security, not conduct prosecutions.
Do we really think Trump would ever have gotten investigated on ALL this sh*t he's been getting away with for DECADES if it wasn't for Rosenstein appointing the Special Counsel?
