As @sunrisemvmt highlights enviro justice, I want to note how @SecretaryPerry framed the issue last week at the E&C hearing.

Rep. Barragán (D-CA) asked Perry what enviro justice means to him. It's at 2:34 here: energycommerce.house.gov/committee-acti…
"Environmental justice to me is being able to pay an electrical rate that I can afford and at the same time knowing that the emissions are not going up because of the decisions made," Sec. Perry said.
Then he pivoted to advocating for gas pipelines in New England:

"I see environmental justice being attacked every day when folks in the Northeast have to pay an exorbitant amount of money and the emissions are going up. That to me is a social and an economic injustice."
Needless to say, this is not what Barragán was looking for. She said DOE defines EJ as "fair treatment and meaningful involvement of all people" in energy policy development and implementation.

She asks Perry to explain how DOE is workin on EJ, but Perry doesn't name specifics.
In fact, Perry told Barragán expanding US LNG "goes right to the heart of what you're talking about," even suggesting to build LNG export facilities in California for Asian markets.
No recognition there of what the localized emission impacts would be if LNG export facilities were built in California, which already has some of the worst air quality in the nation (mostly due to transport and industry). But those local impacts are critical to EJ.
