Trump came into office posing an unprecedented array of conflicts of interest stemming from his refusal to separate himself from his business empire.

Instead of acting as a check on this uniquely Trumpian assault on ethics, his political allies embraced it and helped fuel it
Note, this is not a continuation of an existing trend. Spending at Trump properties by GOP party committees, candidates and the like was almost nonexistent before Trump ran.

It changed because he and his political allies consciously decided to change it

But we don't know, for example, how much is spent by individuals, companies or foreign governments that have interests before this administration.
