Barr and Mueller really aren’t saying anything different. Essentially Mueller told Barr that if the facts of this case were so egregious he would abandon the OLC memo but they weren’t in this case so he chose not to break precedent with longstanding policy.
In fact, in the context of how Barr describes this, the decision not to break longstanding DOJ Policy because the facts did not warrant it, really brings into question why the hell McCabe would open an obstruction investigation without consulting the DOJ in the first place.
Let me make it clearer, MUELLER CHOSE TO USE THE OLC MEMO BECAUSE THE FACTS OF THIS CASE DID NOT WARRANT ABANDONING IT.

WHY THE FUCK DID MCCABE ABADON EVERY DOJ POLICY THERE IS THEN AND OPEN AN OBSTRUCTION INVESTIGATION IN THE FIRST PLACE?
Mueller could not reach a decision because the opening an obstruction investigation with these set of facts ON A POTUS was so flawed in the first place. This is essentially the SC saying we don’t know what McCabe was talking about, and then Barr/Rosenstein making a conclusion.
You won’t get this analysis from anyone in the MSM because they still won’t admit why Mueller was appointed in the first place. MUELLER WAS APPOINTED BECAUSE ROSENSTEIN THOUGHT MCCABE WAS IRRATIONAL, which is basically what Mueller just concluded in confusing as hell legal way.
