The @washingtonpost is reporting that a variety of contracts to provide services for children at immigrant detention facilities are being cancelled.

It is supposedly a budgetary issue as the number of immigrants exceed the budget provided, so nonessential programs & contracts are being cancelled to pay for essential services.
The order supposedly violates a court ordered settlement.

Designating the costs as "unallowable" doesn't sound like it is strictly a financial decision.
Why the May 22nd date as the date that the costs become unallowable? The inclusion of legal aid services in the list of unallowable expenses may be a big clue.

Going back several years there have been allegations that the DHS contracts for immigrant detention have been used for pay to play schemes & kickbacks to various parties.
On May 28th a Houston grand jury indicted 3 detention center workers.

Their crime? Passing personal data on detainees to a lawyer so that he could contact them & serve as their attorney under various legal aid contracts. Raking in tax dollars to represent the people whose info he was buying from the employees.

Interestingly, the lawyer was not indicted. Which may indicate that he is cooperating against his other co-conspirators. Wonder if he flipped on May 22nd? Providing evidence of the cash-for-kids program on the Texas border...
