There is a serious problem in society when legislatures seek to exclude expert opinion from civilian subject matter experts; when it comes to health and technology issues, we're going to start realizing the consequences of the hubris of some in legislative bodies very, very soon.
I have an idea:

All legislation must undergo review by a bipartisan commission of 12 subject matter experts, & no bill can pass from committee without unanimous support in the committee of any assumptions it makes.

[ Seriously, I'm sure that @acog could have provided an expert panel that would have laughed the exclusion for permitting re-implantation of ectopic pregnancies - a procedure that does not exist - out of the water. ]

And the names of all elected and unelected parties who had a hand in crafting or vetting that legislation should be enshrined in the legislation itself: name, affiliation, employer, job title at minimum.

That includes lobbyists too. No word may go uncredited.
I have an architecture in mind for how to technically achieve this; with the changes to come following the removal of 45 from office, however it may come, it's past time to consider the introducing real-time transparency to the legislative process.
