Basically Trump has created a special bubble in which his rally is a private white house event, which can be for political and party purposes, and plopped it down in the middle of the 4th festivities talkingpointsmemo.com/edblog/so-here…
2/ The key line is in the Secret Service press release about the Trump rally "“The ‘Salute to America’ event will be hosted by the President of the United States …” so basically it's not a public event. it's under the same rubric as Prez inviting peeps over to the white house.
3/ Also funny and maybe not great from optics pov is they created a smaller low energy fireworks at the memorial that is followed by the real fireworks about 15 minutes later.
