UK missed the 8pm deadline to nominate
Source: Voting proceeds as planned tomorrow morning
We'd heard in Westminster/Whitehall that it was definitely to be Osborne
It has raised eyebrows. UK, Treasury/Javid, asked for the extra time, a day, until Aug 2 in order to nominate. UK has backed the process of seeking a single European candidate from the start
If Downing Street waits until after the EU vote - which it will take part in (abstention counts as a vote against) - only then to nominate Osborne it will be a spanner in the works both in Brussels and Washington

Barnier rejects Johnson's plan as basis for talks in note to EU27
PM Johnson has asserted that if an agreement is to be reached it goes by way of eliminating the backstop"
This is of course unacceptable and not within the mandate of the European Council.
While he has declared that he will only engage with the EU on this basis, we are on our side ready to work constructively within our own mandate.

Some thoughts about campaign against von der Leyen. Thread.

- EP vote is for real. If she loses, she‘s out. EUCO would need a new candidate.

- Those who reject her should explain why plan B would work + be preferable. Is there a reasonable alternative? I don‘t think so.

- Reopening full package looks impossible: Michel (ALDE) + Sassoli (S&D) have been appointed by EUCO/EP. Lagarde needs EP hearing but is uncontested. So it’s only about Commission.

- Logically, to ensure balance + legitimacy of package, Commission President must be EPP.

- This excludes Vestager + Timmermans who would have been good but no longer fit.

- Only choice would be Weber. But he didn‘t convince and lacked EUCO and EP backing.

- Remarkable: SPD opposed Weber although Spitzenkandidat - and now opposes vdL because no Spitzenkandidat.

Von der Leyen - if confirmed as new European Commission President - will not bring winds of change. A Merkel loyalist, true Christian Democrat, conservative europhile. She’s thought likely to try to promote more women though. As for #Brexit .. /1
Remember the Commission negotiated on behalf of EU member states. Commission President doesn’t have legal power to change that negotiating mandate /2
Since U.K. gov signed off on the Withdrawal Agreement back in November, the only ones who can change the content are EU national leaders, not the Commission /3

1/ The nomination of the German Defence Mininster Ursula Von Der Leyen as Commission President, and the other nominations, was "a very good outcome overall for Ireland and Europe."
2/ He was "confident" Ireland would enjoy the same solidarity from Ms Von Der Leyen as they had from the outgoing Jean-Claude Juncker on the Brexit issue.
3/ "She’s somebody who is from the CDU in Germany, somebody who is part of the political family [the European People's Party] which I belong to with Fine Gael, somebody who is part of a group of people who have always stood by Ireland through these issues.

Here's the latest on the top jobs scramble at the EU summit:

1/ I'm told there's still a big split in the EPP with German defence minister Ursula Von Der Leyen being introduced as a late-in-the-game Commission President candidate instead of Manfred Weber
2/ This has irritated other EPP prime ministers who were increasingly rowing in behind Michel Barnier, who would have the support of French President @EmmanuelMacron and is supported by the four Visegrad countries.
3/ If the EPP flipped to Barnier he would probably have the numbers to get the Commission job. Von Der Leyen would tick quite a few boxes, however.

Jedoch: Wir leben im Jahr 2019. Seit 2005 stellt die #CDU/#CSU die Bundeskanzlerin. Das sind mittlerweile 14(!) Jahre.
Man muss kein junger Mensch sein, um zu erkennen, dass dies eine lange Zeit ist. Auch in der Politik. /TN
2. Die #CDU/#CSU blockieren seit Jahren die Umverteilung von oben nach unten. Das ist kein Geheimnis. Schließlich wurde der #ALGII-Regelsatz auch von der damaligen Arbeitsministerin von der #Leyen weiter nach unten in der Berechnungslage korrigiert. (1/2)
