If "Nationally Determined Contributions" (NDCs) were, er, nationally determined contributions without emissions trading, then Article 6 is not needed and the Paris Agreement is much cleaner and more likely to deliver the promised cuts.

Without trading, if a developing country betters a weak NDC, eg India, then those easy gains can't be offset by a rich country that doesn't deliver on their target, eg Norway. A weak Article 6 could completely undermine the Paris NDCs...
It could be argued that emission trading allows financial transfers. Yes. But perhaps better to have NDCs as domestic reductions only, and handle financial transfers separately.

Of course, if you removed ability for accounting tricks, the Paris Agreement would not exist...
