All you need to know about GATT Article 24 in the context of Brexit is this:

Nothing. Nothing whatsoever.

(there are some geeky details about how much trade an agreement needs to cover to be eligible but these are best ignored in polite company)
What you really need to know about Brexit and a trade agreement with the EU is that it won't happen if it doesn't suit both parties.

And the EU's interests will be determined by EU Member States and MEPs, not Brexiteers in the Conservative Party.
It is also worth knowing that there is no possible UK-EU deal now or in the future based on the red lines of the EU and the Brexiteers. The EU will not give us absolutely free trade with no conditions.

No-deal means no-deal.
Finally note there is almost certainly a majority in Parliament and the country for a deal with the EU to suit both sides. But the majority is split between that deal being membership, or something else. That split is why no-deal is quite likely, but also inherently unstable.
