It's funny how the IMF words that. I have no doubt President Trump will cost the "Global Economy" $455 billion.... because that money will be transferring back to the America First economy. That's what happens as MAGAnomics reverses the IMF trade (wealth distribution) model.
The IMF is correct in part, and incorrect in part. Legard is a Euro-minded ideologue. The problem she is pointing to is that many currencies are *pegged* against the U.S. dollar. So when the EU and China start intentionally devaluing (cause), the effect is a rising dollar.
That's the look on Trump's face. [G7 in Canada, 2018] He knew they would devalue, he could see where they were going, and he knew what their devaluing would mean. 
He's buckets smarter than the rest. Heck, on the economic dynamics he's miles ahead of any President in the past 75 years. Seriously... If you follow closely, you can see the scale of exactly where he is going; you just have to accept it.
