Why do we see new employees, paperwork clutched in their hands, expectant looks on their faces, marching through the newly erected fence tunnels, for training?

Or are we being misled by an agency of the government that feels free to deceive even the members of Congress that come here demanding answers? 3/6
Where are the children going? We know that recent rule changes have made it easier to place Category 1 & 2 kids, those with parents & close relatives in the US. With those changes, even the skeleton staff of caseworkers, working remotely, can place the kids with sponsors. 4/6
But what is happening to Category 3 and 4 kids? Placing them would require a staff that would eat into the profits of Caliburn. It is unlikely that they will give up a more significant piece of the $775 per day per child prisoner. 5/6
So, if, as the freely circulated rumor that this prison will divest of its lucrative population is true, what are they going to do with these more difficult cases?
