@AshitaNoFrog @GutsySubs @randomsakuga And here's another side of this:
When I met Urasawa Naoki at his Japan House exhibition in Los Angeles earlier this year, I told him his "Manben" documentary TV series was incredible, and that I hoped it might someday be subtitled for release in English speaking territories. 1/
@AshitaNoFrog @GutsySubs @randomsakuga He was very proud and pleased that I liked Manben so much, and we agreed that the educational element of it would be great to be able to share outside of Japan.

He even said that he had tried repeatedly to talk NHK into somehow making it available translated for other countries.
@AshitaNoFrog @GutsySubs @randomsakuga But, alas, they refuse to do so.

So in this case the creator wants the material translated, but the rights holder refuses to allow it.

Can this be the one and only existing case of such resistance on the part of the rights holder who is not the author?
@AshitaNoFrog @GutsySubs @randomsakuga Additionally, NHK actively hunts for and takes down fansubbed copies of Manben episodes when they are uploaded to YT.

This seems like a sad state of affairs to me.
Perhaps others would agree.
I'd bet many would agree upon seeing even one episode of this amazing show.
@AshitaNoFrog @GutsySubs @randomsakuga And just to repeat: in this case the creator of the show would very much like people outside of Japan to see the show.
