One effect of prorogation is that it kills any prospect of having a coherent law book ready for a no deal Brexit. Bills (Trade/Agriculture/Immigration) all fall. Many unconsidered and unscrutinised SIs, testing the limits of Govt powers, rushed out to try to plug the gaps.
Chaotic law means work for litigators. But it is catastrophic for business (what price the UK’s claim to provide a secure legal environment for investment?) and - even worse - for ordinary citizens who need to know where they stand in order to plan their lives.
Any government contemplating such an outcome is worse than irresponsible: it undermines the rule of law.
