Well, there you have it. The ICIG rejects in strong terms the "form changed," "rules changed," and "no urgent concern" accusations that were made by Trump followers earlier today.

Of especial note, the "first-hand knowledge" issue goes to credibility and whether an urgent concern would be passed on, NOT an independent requirement for making a filing in the first place. 
And, of course, the complainant here said he or she had both first-hand and second-hand knowledge, so it's weird that Trump followers got so stuck on this part of the story anyway.
