PM speech all v short on detail on how to replace backstop .. Detail that EU has pushed and pushed him for since he’s been in No10. All eyes now on the written proposals coming to Brussels this afternoon - will Brussels still find that fine detail is lacking?? /1
EU opinion is that the further you move away from the backstop the more legal technical detail you need on alternatives that will protect NIreland peace process and single market whatever happens after Brexit /2
Listen out for the Merkel presser this afternoon with Dutch PM Mark Rutte .. Jean Claude Juncker also speaking to PM this afternoon BUT the EU will want to digest UK proposals properly before passing detailed public judgement /3

Jean Claude Juncker quoted all over UK media as saying - “there will be no extension” BUT this is said a) To help Boris Johnson sell a deal back home in the UK that the EU has no appetite to renegotiate once again .. /1
b) Mr Juncker would love the Brexit process to be done and dusted during his presidency which is drawing to a close -as part of his legacy (which has to an extent been blighted by the 2016 Brexit vote) BUT /2
Also Jean Claude Juncker does not have legal power to rule out extension. It’s a member state decision. It’s hard to imagine 27 EU countries categorically ruling out an extension while at this summit ... before they know if one might be necessary eg to get this deal passed /3

EU always said to UK Prime Minister(s) -as long as they agreed an exit deal that covered EU priorities: citizens’ rights, ‘Brexit bill’, Irish border then the EU would be happy to dress up the deal however the PM wished ie /2
So don’t expect the EU to trumpet that NIreland, practically speaking, remains tied to its customs code and regulations with this new Brexit agreement. Although legally it remains in UK customs territory after Brexit, practically it will be separate in terms of customs, VAT../3

EU response to the DUP refusal to accept the draft Brexit agreement as it stands is: this is first and foremost a problem for the UK /1
France's Europe Minister has also responded that France is 'ready for all scenarios on Brexit' - meaning that France is ready for a no deal Brexit if need be. Subtext:'The EU has given a lot in this round of negotiations. If you push more, be ready that we may opt for no deal' /2
DUP had Theresa May over a barrel at a similarly crunch/high profile/in front of EU leaders moment in December 2017 when she was preparing to sign off on a Joint Report (interim agreement) while sitting inside the European Commission building with Jean Claude Juncker /3

They claim to offer a compromise that both UK & EU can accept.

It's a sophisticated proposition but is it a runner?

First, worth noting (and it's a pity this is so) they downplay the complexity of the NI/IRL challenge + exaggerate the scope of the #backstop.

For instance, the @BelfastAgmt meant much more than "the elimination of a physical [Irish] border".

& It isn't true NI wd be in a different regulatory regime to GB (ie EU's).
#Backstop wd mean NI alignment in v.specific areas.

Nor that the UK would be in the EU's Customs Union.
It would be in the customs territory of the EU.

The #backstop is there specifically to meet the UK’s commitments to avoid a hard Irish border & protect the 1998 Good Friday (Belfast) Agreement & peace process.

This isn’t just of benefit or interest to the island of Ireland.
A broken Northern Ireland means a limping UK.

A v.brief explanation:

Having to apply & enforce customs procedures & rules around market access makes a border ‘hard’.
(just talking trade here)

Put simply, the greater the hassle in getting goods across a border, the harder that border is.

Today UK govt published its unilateral 'commitments to Northern Ireland & its integral place in the UK'.
I'd read it not just as an effort to get unionists on board #WithdrawalAgmt but a nod towards post-Brexit governance.

I really hope that isn’t a coincidence.
& if it isn't, it's a pointed reminder to those who claim to be concerned abt the representation of NI that they cd put more effort into getting Stormont up & running.

Others will be too, but we cdn’t expect detail or substance on commitments at this stage.
(Besides, perhaps it's a duty of politicians in NI to bring forward proposals re: enhancing representation of NI..?)
