Corbyn has called on other parties to back him in leading a caretaker govt.

"The political obstacles to Corbyn’s proposal are considerable"
Many MPs who might support the idea in theory would not want to install him in No.10 even as a caretaker PM.

Forming a caretaker government is more complicated than just choosing a PM

If opposition parties can agree on a PM, what would need to be agreed before a caretaker government could operate?

A government with ministers
The purpose
Priorities
Policies

Margaret Beckett was a favourite to be caretaker PM

"We cannot win a vote of no confidence if Corbyn is the candidate,"
Senior opposition MP

Talks are ongoing.

MPs have a democratic obligation to bring Johnson down.

Labour’s position:

Corbyn must have the first attempt at replacing Johnson.
If that fails then there has to be x-party support for a unified figure.

A no confidence vote is not required.

Governments and PMs have made no attempt to find in the referendum vote a democratically sustainable mandate for anything.

These tensions would not be resolved by a further referendum.

We need a national conversation that engages the electorate in the choices before us.

The 1st act of an emergency government should be to commission an inquiry under the 2005 Inquiries Act.

They could hear evidence from the public, pollsters, trade experts, economists and lawyers.

Then produce a report.
7/
While that Inquiry investigated and reported, the emergency government could:

1. Implement a programme of constitutional reform.

2. Start a public conversation to find something which MPs could cohere.

Labour’s fear of losing the government cash awarded to opposition parties is hindering the formation of a caretaker government to oust Boris Johnson.
Former Tory 'rebel' said.

Labour receives £7.9m in "Short money", awarded to opposition parties.

Dominic Grieve said that legislation may be needed so that Labour could keep the funds.

This issue can be worked satisfactory.

Jo Swinson isn't keeping Corbyn from leading a national unity government.

Former Labour and ex-Tory MPs have similar concerns.

For example, John Woodcock, Ian Austin & Gavin Shuker, will not vote to put a man they regard as unfit to be PM in No 10.

Philip Hammond, sat on the national security council and is said to be particularly vocal in private about the significant influence that a PM without a majority has over day-to-day questions of security and foreign policy.
12/
Several ex-Conservative MPs haven’t forgotten that a terrorist attack occurred during the last GE.

This group will never endorse Corbyn as PM.

However....

If Johnson resigns then Corbyn takes the office by default, without a confidence vote first.

Corbyn supporters appear incapable to distinguish between:

Minority government

Government of National Unity.

A minority government is formed of one party
A GNU is formed of all parties.

Corbyn wants a minority government
Everyone else wants a GNU

14/
No Conservative would support Jeremy Corbyn as the caretaker head of a unity government.

"There’s no way we would accept an interim government without Corbyn as PM."
John McDonnell

Row about signalling:

Swinson wants to reassure anti-Corbyn voters that the LibDems won’t result in a Corbyn PM.

Corbyn wants to paint Swinson as a closet Tory

The people whose preferences will decide if a government of national unity is formed are the independents.

"An interim government without Jeremy Corbyn as PM?
No way.
The LibDems would be blamed for No Deal"
John McDonnell

The 39 ex-Tory, ex-Labour & Independent MPs are crucial.
