As far as I can tell #SanFrancisco has only issued one (1) building permit for a 10+ unit building based on an application received since Jan 1, 2017. (Barack Obama was president then, remember him?)
That permit was issued for 975 Bryant Street, which replaced an industrial building with what will someday become a 185-unit mixed-use building. (See Application #20170630808). Trammel Crow's website says it's in "pre-construction".
There's backstory: the parcel owner first sought planning permits in 2015 (twice) and then (presumably successfully in 2017). So this is more like a 4+ year process than a 2+ year process. But what happens after the building permit application?
The first step in the process is to count the pages. They complete that on 7/10/17. The second step takes until 7/31. Of the following year. "Additional concerns" arise and it is "rerouted".
John Finnegan re-assigns the case to Karen Liang from 8/13/18 to 8/31/18. Not sure why re-assignment takes 3 weeks.
Karen issues various comments during October 2018. On 11/29/18, she approves it. Meanwhile, on 11/14/18, Sagiv Weiss-Ishai of SFFD also approves it.
The "SITE Permit only!" is approved by Gaime Berhane in late November. A list of new permits, which must be applied for in person at 1155 Market St, 3rd Floor, is listed.
In late November, Tom Bill reviews and assesses for "capacity charges" which DBI will collect. This looks like electrical stuff.
In early December, 2018, there's a flurry of approvals. Planning impact fees must be paid within 4 weeks or they will rise 6%: DELAYS WILL NOT BE TOLERATED.

Three pages of topo plans were missing a signature; that had to be rectified.
On December 7, 2018, after 17 months, the building permit was issued. And that is not only the FASTEST multifamily building permit issued by San Francisco in the past couple years, it's the only building permit issued for which the application began after 1/1/2017.
