That is standard ANC retort to avoid obvious problem of approaching munics as objects of capture and looting by their political elite. A feature of all ANC munics is a five yr cyclical turnover in key positions that deal with procurement.
The problem is our proportional list electoral system. It provide a channel for political intrusion and creation of clientelism and patronage. Turnover of key posts is high. The outcome is violent protests against shoddy or no delivery of services
The problem starts at branch levels. Discussions are hardly about the needs of communities.They are always about conniving on how to form strong slates to win power and control tenders. Members of the Tripartite Alliance compete against each other for control
The central problem is the ANC structure itself. It promotes ideological gridlock and unending contestation. Metsimaholo is a typical case. I have a whole chapter devoted to this on Fit for Purpose available online via thabangjmotsohi.com
