As I say in earlier thread, opposition from TF50 very much expected - even by Irish side. Council believes deal doable if squint hard enough *&* if UK works on customs model on basis of initial backstop text. Important to note that Commission has a lot of leverage over Heads 1/3
Leaders need to hear if model can work and integrity of SM can be preserved. At same time, important to note that Commission will also not want to waste this opportunity to clinch a deal if it is possible & wanted by Heads of State. Senior EU official says "a deal is feasible 2/3
But a lot depends on BJ's judgement call on the customs model." 3/3

So Letwin passes. Benn Act kicks in; @BorisJohnson forced to request A50 extension. So all bad news for Boris? No. His allies weren't confident of winning today’s MV; probs one reason it was shelved. And the coalition of MPs who supported Letwin’s move will now likely crumble 1/
For example: some who wanted to take no-deal off table will now be ready to vote for deal eg 17 of 21 former Tories who lost whip for backing Benn Act. Ditto several Labour backbenchers, which Govt will now continue to woo (see my tweets from last night) 2/
So BJ hasn't given up completing Brexit by 31 Oct, & will move quickly to get back on track. The MV he shelved today now scheduled for Mon; if blocked by Bercow, 2nd reading of WAB – a vote in principle - pencilled in for Tues could provide momentum for Boris' deal he seeks 3/

Quick thoughts on drama playing out in Westminster, based on chats with all sides. EU is desperate to get Brexit over with. But they're stuck. If Letwin goes over & 2nd reading of WAB on Tues now serves as de facto MV, 27 will be forced to entertain another extension request 1/7
Plan as of Thurs was for @eucopresident to take the temperature of leaders in a round of calls. If uncontentious, agreement by written procedure. If leaders have to meet, that's not good sign. Suspect 27 will grant to 31 Jan if that's what Govt requests, in line with Benn Act 2/7
Some big MS worry about offering longer - could be read as EU paving way for 2nd Ref. But many equally influential EU states think 31 Jan won't be long enough; elections might not even happen until Dec/Jan; how long will it take for a Govt to form & develop its Brexit policy? 3/7

Hearing that @BorisJohnson to revive @theresa_may safeguards on workers’ rights and environment, agreed with Labour in her abortive cross-party talks, in final push to woo Labour MPs. Could provide cover for some to back Boris 1/3
This pledge is more meaty than his earlier words - I suspect separate legislation. But Labour leadership will warn pledges worthless bc these issues taken out of legally-binding WA & put into political declaration. Clever at one level bc Tories can say Labour frontbench 2/3

#Thread: We may not have got a decision today but we did get insight into the Government’s view and position on the birthright provisions of the Good Friday Agreement. Here's a few of the basic arguments being put forward #WeAreIrishToo
On behalf of the Secretary of State QC Tony McGleenan opened by stating the FTT tribunal made an "fundamental & egregious error" in ruling in our favour adding that the tribunal should never have entertained our appeal because "DeSouza is not nor was not an EEA national"
He then went on to argue that there is an "important" distinction between identity and citizenship in the Good Friday Agreement and that the act of identifying as Irish only does not mean you are not as a matter of UK law British. He added that I was a British citizen by birth.

Transit is an existing customs procedure. Allows to move customs formalities away from the border and only scan a barcode when passing the border. In some cases transit can start or end at company’s own premises. (Bit more on it here) /2
