OH, snap, I forgot this was on the agenda! An update on BI, Inc. and the city's relationship with them.
Brautigam saying that electronic monitoring of asylum seekers/immigrants upped the rate of ppl showing up to court from 11% to 90%, in this one particular program.
BI does that monitoring. All employees do training here in Boulder. 96% are bilingual, most have bachelors degree, most have 2 yrs of experience as case managers in probationary matters.
Brautigam referencing 12 issues that advocates raised with BI in August. "Several" are not in the control of BI. Some are: ankle monitors too tight, beep too much, ISAP officers who are bullies and mistreat transgender individuals.
ISAP: Intensive Supervision Appearance Program
I didn't catch who Brautigam talked to on this from BI, but that person said ppl with too tight or loud ankle monitors can go talk with the case managers to get them fixed. There will always be cases of too tight monitors, s/he said, apparently.
RE: bullies. Those are one-offs, this person said.
And LGBTQ component has been added to employee training.
Brautigam: My take is they're trying very hard ... supervising that and trying to change it.
Brautigam asked this person if they would meet with Boulder leaders anyway. He needed to check with this supervisor "bc so far, he has been told that should not occur."
OK, she kept saying Waldo, so maybe she met with Jock Waldo, President, BI Incorporated
Carlisle: I thought the issue was that they were owned by GEO Group, which operates detention centers?
Yes, Brautigam says. The companies maintain they are following rules of the federal gov't. We all may not like them, but the companies can't change them.
Carlisle: We should do whatever we can to petition for change in these federal rules.
Brockett: We should continue to press for the meeting. Citizen activists have some specific items on their list of issues.
Council agrees.

Weaver: It seems like there's room for exchange.
"It's worth the conversation to continue. If they choose not to... are we allowed to do a resolution?" (asking that of Carr)
BI's attorney put up "stiff resistance" to that, Weaver says, that it would be "governmentally wrong."
Carr: "He's wrong."
Brautigam: ISAP is for ppl who are *not* detained. What happens at detention facility is distinct from this particular program run by the Boulder co.
Yates: Did Waldo say when he'd get back to you RE: followup meeting?
Brautigam, reading a note from Waldo: "I've made another request to the supervisor and will let me know as soon as he hears back."
Young: Saying that ppl can go to case manager when they have issues with ankle monitor is "pretty harsh." If it's at night, they have to wait until the next day.

Some of these things are in BI's "capacity to change." Worth sitting down with them.
Brautigam: Waldo would gladly meet with any of you. I think you can get your questions answered there.
Young: "Ultimate situation would be to have council members and community members there. We'll hold out for that."
Jones: Do we want to wait and hear? Or set a plan A and B?
Yates: Put this on the Nov. 19 agenda. That's plenty of time for Waldo to get back to Brautigam.
Would be the first act of new council, to discuss this and maybe nominate two ppl to interact with BI.

Jones: We could nominate two ppl now in case we hear back sooner.
Council might add this to their legislative agenda for the state/federal lobbying Boulder does.
