1. Mulvaney would be insane to testify. His attorney likely thinks this is a good cover for blowing off the Intel Committee so he can defend a 18 USC 1505 obstructing Congress charge. No way he can testify. He's going to jail and he should know that by now.
2. Puts Trump in a bind. He needs to fire Mulvaney but fears he may turn on him like Cohen. His criminal liability is so clear now that even Barr may have a hard time keeping DC US Attorney off the scent. Barr is now weighing continued time with Trump likely to increase his
chances to land in prison. He's going to be fun to watch as Caligula fears he may be a threat.
