President @ZelenskyyUa signed a priority reform decree that is most impressive. Pretty much what Ukraine needs to accelerate economic growth.
1. Launch mass privatization, including specifying five priority auctions for large state companies;

2. Prepare for launching the farmland market.
3. Approve an action plan for improving Ukraine’s position in the World Bank’s Doing Business ranking;
4. Complete the formation of independent supervisory boards at all state banks and implement measures to reduce their NPLs.

5. Approve a restructuring program for Ukrainian Railway and draft legislation on creating a competitive rail transportation market;
6. Take measures to increase domestic oil and natural gas extraction and settle arrears that had been amassed within the wholesale power market

7. Complete the unbundling of Naftogaz Ukrainy;
8. Submit legislation abolishing state monopoly on alcohol production;
9. Establish a new state agency for investigating economic and financial crimes.

10. Create additional incentives for business, including introducing a two-year ban on inspections of small entrepreneurs;
11. Draft legislation governing the labor market to liberalize employment and stimulate jobs creation;

12. Approve (by end-June 2020) a list of state transport infrastructure properties to be transferred to
private investors on concession terms, including sea ports. (president.gov.ua)
