Williams was listening in on the call with Zelenskiy and said in her testimony to Congress that she found Trump's references "to be more specific to the president in nature, to his personal political agenda, as opposed to a broader...foreign policy objective of the United States" 
She said Trump's conduct on the call was "unusual and inappropriate"
She also says that Trump’s conduct on the call "shed some light on possible other motivations behind a security assistance hold" (It's notable that "corruption" isn't mentioned once in the 166 page transcript)
