ESB has just released draft Integrated System Plan Rules for consultation. These changes to the National Electricity Rules will put into action AEMO’s two-yearly ISP and better integrate the ISP with existing planning and RIT-T processes. 1/8

COAGEC and ESB can now make a rule change without it going through the AEMC and it’s important to have a say. Responses are due by 17 January. Our understanding on the key outcomes of the proposed rules👇2/8
AEMO will publish an ISP every 2 years, with a stakeholder engagement process including consultation on the inputs, assumptions and methodology, and draft results. If new information becomes available that impacts the ISP development path, AEMO may update the ISP. 3/8
The ISP objective will be to identify the optimal development path through a combination of power system developments that efficiently meet power system and public policy needs. 4/8
The ISP central case has to have a positive net benefit, but need not have the highest net benefit. AEMO will have flexibility in its approach to scenarios, modelling and choice of optimal development path. Any stakeholder can raise disputes in relation to the process. 5/8
ISP transmission projects will be ‘actionable’. Other types of projects, like new generation developments, will be for information purposes. 6/8
For actionable projects, ISP will specify identified need, proposed option, and publication date for first RIT-T stage. For other projects, proponents can submit proposals in response to the draft ISP. 7/8
AER will make Best Practice Forecasting Guidelines and Cost Benefit Analysis Guidelines, to guide how AEMO develops the ISP and how TNSPs carry out RIT-Ts in relation to the actionable ISP. 8/8
