@610CKTB @CaslinRemax What @Ont_Ombudsman actually found was that the hiring of Carmen D'Angelo was an "inside job" orchestrated from inside @CaslinRemax office with the main players being his coms director Jason Tamming and his policy director Robert D'Amboise.
@610CKTB @CaslinRemax @Ont_Ombudsman Further, the @Ont_Ombudsman found that the hiring of D'Angelo (and remember @CaslinRemax was the chair of the hiring committee along with being regional chair) was "unjust" and "wrong."
@610CKTB @CaslinRemax @Ont_Ombudsman And the @Ont_Ombudsman found the secret contract extensions @CaslinRemax awarded to D'Angelo was "unreasonable" and outside the bounds of best contractual practices.
@610CKTB @CaslinRemax @Ont_Ombudsman It is worth noting here, that on July 26, 2018 @CaslinRemax was directly asked by a councillor in a closed meeting if he gave D'Angelo that secret deal. Caslin lied and said he did not. A month later, he recanted in public and admitted what he did.

@610CKTB @CaslinRemax @Ont_Ombudsman Aside from finding the hiring process was tainted from within (as we have been reporting for nearly two years) @Ont_Ombudsman found @NiagaraRegion lacked the policy structures to ensure the process could not be corrupted.

Among them, what did @CaslinRemax know, and when did he know it? Were Tamming and D'Amboise acting on his orders?

It is the first part of this sentence that is of interest.
@610CKTB @CaslinRemax @Ont_Ombudsman @NiagaraRegion @StCatStandard The "municipal ombudsman" is Toronto lawyer Marvin Huberman, whose investigation failed to find any of the core pieces of evidence at the heart of the scandal. That investigation was exposed for its flaws by @StCatStandard and now by @Ont_Ombudsman

@610CKTB @CaslinRemax @Ont_Ombudsman @NiagaraRegion @StCatStandard The Huberman probe did not get the job done and while he cleared the D'Angelo hiring (prompting council to officially call the matter closed - only to reopen it as more @StCatStandard investigative work was published) evidence since then has discredited his report.
@610CKTB @CaslinRemax @Ont_Ombudsman @NiagaraRegion @StCatStandard Both the @StCatStandard 's #AlltheChairsMen stories and the @Ont_Ombudsman report have highlighted the shortcoming of Huberman's work. The Inside Job report devotes considerable ink to how and why Humberman's probe was a failure.
@610CKTB @CaslinRemax @Ont_Ombudsman @NiagaraRegion @StCatStandard So to lean on the Huberman probe is to lean on a discredited report that failed to do a full investigation. And to claim the @Ont_Ombudsman found there were now breaches of policy is inaccurate.
