European national parliaments are failing by not investigating Russian interference in their own countries. Only in US and UK it is happening.
And yes, we lack a European leader in responding to Russian interference. It is clearly not Germany or France. It has been the UK, but with their internal issues, that will not last forever.
We need somebody who will put together diplomatic coalitions within the EU.
