Since coming to power in 1986,Museveni's NRM and Uganda People's Defense Forces has played a strong role in the East Africa political landscape in a bid to exert immense political influence in the neighboring countries.
Museveni's foreign policy is largely INTERVENTIONIST,it is not institutionalized but personalized and centralized to help him wade through his dirty tricks of making himself be recognized as the regional "get-to" leader within Africa.
Museveni's Pan-Africanism belief is to exert political influence in East African states by supporting and financing resistance to a regime he feels threatens his regime and his desire to wield regional power.
When Museveni came to power,he felt Sudan's Islamist State(which supported Uganda's Lord's Resistance Army in North Uganda) was a threat to his regime,and so he supported and financed Sudan People's Liberation Movement led by John Garang and Salva Kiir to DESTABILIZE SUDAN.
Museveni's first attempt to spread MUSENISM HEGEMONY succeeded in 1997 after he deployed UPDF in Zaire in collaboration with then Rwanda's VP Paul Kagame to depose Mobutu and install a Puppet leader Desire Laurette Kabila.
After installing Laureate Kabila as DRC President in 1997,Museveni thought it was time to pillage DRC's natural resources which caused a fall out with Kabila..Having fallen out with his puppet leader,Museveni engineered to depose Kabila from power thus his assassination in 2001.
Museveni's aggressiveness to have regional integration is driven by his desire to be the defacto leader of East Africa region based on his age and influence...this can only be achieved by planting leaders in those states to advance his agenda....
