Ugandan girls and women are being mutilated from hospitals in the neighbouring Kenya and South Sudan, a senior Govt official has revealed.
The State Minister for Gender and Culture, Ms Peace Regis Mutuuzo, says
some girls and women from Karamoja and Sebei sub-regions sneak into Kenya and South Sudan to secretly undergo medical mutilation.
Ms Mutuuzo said she got to know about the horrible stories of medicalised mutilation last year in September when she led a delegation of legislators
for a field mission in the FGM practising districts.
She said whereas some girls and women were voluntarily seeking medical mutilation, others were being mutilated against their will during child birth.

Around this time last year I began posting rainfall forecasts for East Africa & Horn of Africa. These expanded to include North Africa & ME.

I am restarting them today.
The big picture. The West African Monsoon is undergoing an intense period and significant amounts of atmospheric is transiting the Sahara bringing clouds & rain to the Middle East.

Rain forecasts for East Africa show significant rain over the coming fortnight.
Sub thread: Covers the past two weeks as West African Monsoon was building. Interestingly the rains appear to be arriving in the Horn and East Africa at roughly the same time, and at similar intensity to last year.

1. Gentle rant thread: When I see comments posted below stories on the humanitarian crisis in #Afghanistan and many tweets on here, it makes me sad to witness people equate ordinary Afghans, millions of human beings just trying to survive impossible odds, with the #Taliban.

The discussion of #SouthSudan oil often focuses on domestic mismanagement. But yesterday’s @CrisisGroup report also shows that it’s an international undertaking. This means there are lots of companies that can help nudge it towards more transparency and accountability …
Around 85% of gov revenues come from oil. Most of the $1.5b+ external debt is secured against or repaid in oil. Accountability for all public funds is important, but oil still rules in SouthSudan. But to turn this oil into cash, the gov needs international companies and markets
All the oil is produced by 3 joint ventures dominated by large international oil companies, mostly from China & Malaysia. Other international companies supply drilling equipment, expertise, etc.

Some GOOD breaking news for your Friday: the Norges Bank has decided to exclude 4 companies from the Government Pension Fund Global based on recommendations from the Council on Ethics of 15 March on the companies’ activities associated w Israeli settlements in the West Bank.
These companies include: Elco Ltd, Ashtrom Group Ltd and Electra Ltd. the recommendation was made based on the “unacceptable risk that the companies contribute to systematic violations of individuals’ rights in situations of war or conflict.”
The Executive Board also decided to exclude the company Oil & Natural Gas Corp Ltd. due to unacceptable risk that the company contributes to systematic violations of individuals’ rights based on the company’s ties to groups that seriously violate human rights in #SouthSudan.

As U.S. Embassy's sole consular officer in #SouthSudan 2013-2014, I've been at the airport running #evacuations out of a country at war. Risk & scale differed from #Afghanistan, but some challenges on the ground were similar. A thread to share things I learned on the ground. 1/17
There is no graceful way to evac vulnerable people from a country at war. There are better ways & worse ways, but none look good from the outside (or inside). Things could have gone much better, but they also could have gone worse, and many challenges were inevitable. 2/17
The hardest part of evac'ing from a warzone is reaching the exit – airport in this case. USG didn’t control Kabul so it had few options to help and all put our people at risk. In South Sudan, we had some success moving a few people to the airport from inside Juba... 3/17

Today's rainfall/weather update for the #NorthAfrica #HornOfAfrica and #MiddleEast follows.

The short version is that the peak of the rainy season may have passed, but there are signs of another Indian Monsoon surge coming in 10-12 days in long range forecasts.
Here is the long-range GFS model PWAT forecast for the Indian Monsoon. Towards the end it strengthens and we see high levels of moisture heading for the #HornOfAfrica.
Here is a big picture view of the greater region including all the areas that this weekly bulletin will cover.

A review of the past week showed that Sahel-Sahara rainfall has continued, as has rainfall in northern Sudan. The northerly rain is however not particularly heavy.

For the past few weeks, I joined @MSF_SouthSudan to work in our hospital in IDP camp.
I met amazing colleagues, had happy & challenging moments, as well as experiences & emotions I’d like to share with you.
Not a short thread, but stick with me:
This wasn't my first time in #SouthSudan. I was in Gogrial in 2013, operating in an inflatable tent.
This time, I joined 500+ South Sudanese colleagues & 25 staff from other countries in a hospital that provides care to 100,000+ people & is a referral center for complicated cases
I worked in the Operating Theatre (OT) of our hospital, which also has an intensive therapeutic feeding centre, paediatrics, an inpatient department, surgical, maternity, and isolation wards as well as a delivery room.
