Disappointing to see #trade only mentioned in relation to anti-dumping & level-playing field measures + 0 tariffs & quotas in @MichelBarnier speech. Surely negotiators could do better, even in 10 months. Industry will need more than that, on both sides @StefaanDeRynck 1/
0 tariffs & quotas is important but not sufficient. You need to ensure industry can actually benefit from it (Rules of origin!). Something @Kommerskoll knows something about... Considering how prod & #supplychains are integrated, industry needs + than bilateral cumulation 2/
For #customs, a bare min. is to seek to retain the UK in the EU safety & security zone so that entry & exit summary declarations are not required. That's in line with the EU security coop objective & is vital for accompanied roll-on roll-off (Dover-Calais, Dublin-Holyhead...) 3/
Industry will struggle to cope with this new requirement, that much is clear based on discussions with logistics firms in the UK, Ireland & many other EU countries not least France. So it must be part of the future agreement, no 2 ways about it. 4/
Still on #customs, as a bare min. , a mutual recognition agreement for #AEO (ie trusted trader schemes) shld be attainable. If the EU cld do it with the US & China... no excuse, really. It's not even something which has to be part of a bigger trade agreement 5/
For #SPS, surely negotiators can work on at least greatly reducing the rate of physical inspections required on agri-food products, for instance. EU/New Zealand is an interesting blueprint, although EU/Switzerland is clearly better... cld even be a stand-alone measure 6/
#Transport needs to be mentioned, and more than in passing @MichelBarnier @StefaanDeRynck - surely, the EU contingency measures for #road transport + #aviation are proof enough that an agreement on transport is not optional but vital? We need to protect connectivity 7/
That means providing long-term clarity to both operators & their clients. It means international transport is not curtailed in any way, as a bare minimum & that qualifications are recognised as equivalent with no need to retake or exchange them. Vital for IRL/NI too! 8/
Talking about NI, there's much to decide, answer & explain in relation to the Irish Protocol in the WA. The Jt Committee needs to be established urgently, as soon as the WA is ratified, & needs to ensure there are no pending questions left well before end 2020 9/
Your work on NI is not finished until this is done @MichelBarnier @StefaanDeRynck & the Jt Committee needs to work closely with industry - #logistics in particular - in NI, IRL & GB. Last but not least, staff mobility is a crucial point, including for transport. 10/
We can't have drivers stuck at the borders due to restrictive immigration rules preventing short-term trips. So you see, much more than 0 tariff, 0 quotas, 0 dumping @MichelBarnier @StefaanDeRynck & none of it is optional. If you don't have time, think about contingencies. 11/
These contingencies shld be coordinated & agreed by both sides and not unilateral this time. Above all, ensure industry is involved & has enough time to adapt + clear guidelines. We, for one, stand ready to help. /END
