This misstatement by Global Times might indicate that China secretly loves the frenzy surrounding its social credit system, but more likely indicates that the poor folks at GT's Twitter don't understand Social Credit any better than western media (thread).
China's Highest Court issued a new document on the enforcement of court rulings. This includes rules (article 14-21) on the use of it's Judgment Defaulter List- a list of people who 'have the ability to perform on active judgments but refuse to do so' chinalawtranslate.com/en/civilized-e…
The defaulter list is often confused with the entire 'Social Credit System' but is actually a fairly unique part of it. The list is where the more interesting penalties, including spending limits, come from, but for willful judgment defaulters, not amorphous 'dishonest' conduct.

Education centers in Xinjiang are described as providing 'aid and education' (帮教) which, as I discussed here chinalawtranslate.com/xj-education-c… is meant to address low level offenders, and be aimed at rehabilitation rather than punishment. It definitely should not be lengthy detention.
The recently amended XJ implementation rules for the Counter-terrorism Law (chinalawtranslate.com/%E6%96%B0%E7%9…) state that minor offenders who pose a real threat, but are repentant, can have punishment waived if they voluntarily accept 'aid and education' at education centers. (art. 39)
Given credible evidence of mass detainment and harsh conditions raised by @UN, media, and scholars; it is difficult to believe that participation in education centers is voluntarily. Of course, allowing independent experts to evaluate conditions would help resolve that question.

2/ Assumedly it refers to "守信者畅行天下失信者寸步难行" a phrase that appears in some social credit discussion and invokes a classic phrase '诚信者，天下之结也' meaning that integrity/creditworthiness can solve all problems in the world.
3/ The planning outline does have a similar sentiment '使守信者处处受益、失信者寸步难行。[making it so that the trustworthy benefit at every turn and the untrustworthy can't move an inch.] but that sounds less exotic than 'roam freely under heaven.'

They said the move to tone down the language around the crackdown reflected the anxiety and shame felt by many rank-and-file officers over a fateful decision that has tainted the military’s reputation and legacy.
