2/ Over the last two days, I've continued to harp on the need for @MBuhari to stop forthwith, his junketing the globe, begin a massive leg-work across Nigeria, work with @nassnigeria, govs, et al, to laying a SOLID FOUNDATION to RESTRUCTURING Nigeria, before he exits in 2023.
I'm reiterating this special and divine message of RESTRUCTURING Nigeria, again, today, since Nigeria's Senate Prez. @DrAhmadLawan re-echoed it today, while speaking to newsmen.
3/ The essence of reiterating this message of RESTRUCTURING is because, if you deeply look into the myriads of issues rocking Nigeria from 1966 till date, you will discover Nigerians are revolving around a circus with the present CENTRIFUGAL UNITARY system of government.
4/ Nigeria is sitting on a keg of gunpowder. Whether power remains in the North or shifts to the South in 2023. With so much power at the centre, South won't be subservient to North by 2023; the North will overheat the polity if a Southern Prez. trails @MBuhari path of Nepotism.
5/ Like never before, Nigeria's security architecture is broken. The distrust among the ethnic nationalities, religions and political divides have further widened since 2015. This is not a good sign ahead of 2023.
6/ There woud never have been need for #Amotekun in SW, if the centralised @PoliceNG is working effectively. Truth be told, the @PoliceNG system was broken as far back 1983. We all remember Sunday Adewusi's "Kill & Go" Police Force. @MBuhari didn't help matters. The rot widened.
7/ It is laughable that BH terrorists still hold territories in Northern Nigeria after 11years of fighting them. With a RESTRUCTURED Nigeria, a DECENTRALISED Policing System, Boko Haram would have been a thing of the past.
8/ HOW? First of all, @MBuhari, @NGRSenate
@HouseNGR, State Govs & State Assemblies should work with all Nigerians to get a BRAND NEW CONSTITUTION. The people's voices can be heard by including Referendum into the constitution to vote for key issues in 2023 polls like in the U.S.
9/ Fixing the Policing System, Nigeria can have Police Departments across its 774 LGAs, with officials born and bred in each LGAs hired as personnels. Needless, taking a man from Lagos to go to Borno for policing operations. Does he know Borno into to? Does he speak Hausa?
10/ At State Level, the 36 States Police Commands remain. They act like State Troopers in the U.S., policing highways and inter-state roadways. At the Federal Level, office of the IGP remains to investigate Federal crimes; same as the @officialEFCC, @ICPC_PE. U.S. call them FEDs.
11/ Funding for the 774 Police Depts should come from the LGAs and State Govts based on agreed %. The State Govts take the higher %. The State Govts solely fund the State Police Commands, while Abuja should only fund office of the IGP, @officialEFCC, @ICPC_PE, DSS et al.
12/ The office of the IGP, @officialEFCC, @ICPC_PE, NIA, DSS, et al, usually ensure that Federal Crimes perpetrated at State & Local Govt levels are investigated and offenders prosecuted. This keeps State & LG officials, security aparati in check against abuse of office/powers.
13/ For example, if I am a police officer born & bred in Apapa LGA, in Lagos, serving in the Apapa Police Dept. I know Apapa into to. Will I allow insecurity by outsiders or insiders fester in Apapa? Hell No! This is why cities are secured in the U.S.
14/ If Nigeria can copy @WhiteHouse democracy- Presidential System; Bicameralism, Separation of Powers- 3 Tiers of Govt; 3 Arms of Govt, why can't she copy wholesale, the United States Decentralization of Powers at the Centre? What is Abuja Afraid Of?
15/ These, many other ideas from many a Nigerians can further strengthen Nigeria's security architecture. Nevertheless, the political will from @MBuhari @DrAhmadLawan @femigbaja, et al, to achieving this is what I doubt. Nigeria will be 60 by October 1, 2020. SO FAR, HOW WELL?
