Everything about Kushner's deal, and his rhetoric around it is designed to make the Palestinians seem like unreasonable, reactionary agents of their own doom. It's simply an attempt to stigmatize the Palestians further by providing a fanfare around their rejection of a "solution"
The Palestinians were never going to accept it. The Israelis were never going to accept it. Yet even with it dead in the water it is still being used to deride and criticise the Palestinians and their "leadership". PR stunt and little more
I am not even convinced Kushner's ignorance is due to his, well ignorance, it's just that he just doesn't care. He fell into politics cos of his father in law, changed party when it suited his interest, and is now treating Palestinians like unruly tenants in a property dispute
He's a man so drenched in privilege, and removed from the realities of the lives of people not in his bubble that his attitude to all of this is entirely mercenary. It is not "pragmatic"; he knows it won't work. It's another feather in his nest of his unearned advantage
