Simple example. If there's 100 caucus-goers at a location, the group must be 15 or more, otherwise their candidate is NOT viable.

After re-caucusing, the final tally is done.
Delegates are proportionate. The number is reported as "state delegate equivalents" and whomever has the most is the winner of the #IowaCaucuses.
The Iowa Democratic Party will also announce the popular vote from the first round before "re-caucusing".
