It's my understanding that the main advantage to be gained from Free Ports is being able to import raw materials without customs costs, process them and then send them on, e.g. car assembly.
So...
B) The supply chains we'd want them for are almost all within EU countries. i.e. We wouldn't have needed free ports for it anyway, as we HAD EU free trade. Just-in-time supply doesn't work across different continents.
