After reading .@Avery1776's thread on Senate travel reports for CODELS, I did some digging and learned many of these trips are paid by the DOD or State Department, through USAID.

I headed over to USAID, and there it is!

Spending on Foreign Aid by Agency.

1. US Agency for International Development,
2. Department of Defense
3. Department of State

Looking at USAID for 2016, one of the top partners of USAID is Chemonics, who got $200,000,000 in just 2016 for Global Health Supply Chain HIV/AIDS.
2010: 2 transnational corps virtually entrenched in Haiti. Chemonics Interntl & Development Alternatives Inc (DAI) work on contract, where they carry out projects for USAID. Both corps exist mainly due to various contracts w/ USAID, working on behalf of US
