ICE transferred a portion of its detainees at Cibola — 27 trans women and 15 others with chronic medical issues — out of the facility in January, roughly five months after the urgent email was sent detailing “the seriousness of the concerns raised.”
Medical experts said the memo was “highly serious and about as bad as it gets.”

ICE officials said they worked with CoreCivic, a private prison company, to come up with a 90 day plan.
