By bypassing lawmakers Khamenei hasn't solved Iran's economic crisis. He's simply swept it under the rug. The new budget is 20176016794000000 Rials.

Iran's 2019 budget was based on oil exports of 1.54M bpd at $54/barrel. But US sanctions brought exports as low as 100000 bpd. The new budget is based on sales of 1M bpd at $50/barrel, so income will be < last year. Oil/gas revenue is estimated at $10.83B (454986 billion Rials).
To make up for low oil sales, Iran's regime plans to raise taxes by 27% from ~$36.5 billion in this year's budget to ~$46.4 billion, bringing in an extra ~$10 billion.

In Iran the real earners - the IRGC's economic enterprises, Khamenei's EIKO hedge fund & the Astan Quds conglomerate - are tax-exempt. The IRGC wastes billions of Iran's national treasures on terror and wars in Iraq, Lebanon, Syria & Yemen as millions of Iranians live in poverty.
Iran's new budget includes a 15% pay raise to all government employees which sounds like a good thing. In fact the inflation rate at the start of 2020 was 40%, (Source tehrantimes.com/news/443289/In…) meaning the pay raise is not really a raise. Those employees will be 25% poorer overall
The Iranian regime's apologists in the US claim Maximum Pressure by @realDonaldTrump will rally Iran's people behind the regime. That's pure fiction. A common chant in the #IranProtests is "Our enemy is right here. They're lying when they say it's America"
